Loop 1604 Tollway Project - Simulation Still Shots

This project is currently undergoing a new environmental review and study.
The proposed configuration shown below was from the previous proposal and may or may not be recommended at the completion of the current study.  Therefore, the proposal below should only be considered a possible scenario of how Loop 1604 could be upgraded.  This page will be updated when a new recommended proposal is finalized.

Below are annotated still shots taken from the computer simulation of the Loop 1604 North tollway project showing key intersections and noting the location of the tolled and non-tolled lanes and other important features .  (The simulation itself can be found on the Loop 1604 North Tollway Project main page at the link below.)  All images start at Loop 1604 West and Military and progress clockwise to I-10 East.

At Military Dr.

This is the start of the tollway project.  The northbound tolled expressway lanes start just north of Military.  Motorists not wanting to use the toll lanes will exit onto the toll-free access road.  The southbound lanes are toll-free at this location.


South of Wiseman Blvd.

The southbound tolled expressway lanes end here and merge back into the toll-free lanes.


At SH 151

A directional "T" interchange will be built to connect the tolled expressway lanes to SH 151 inside Loop 1604.  The northbound access road will not continue through the interchange, so there will likely be no toll to use the northbound expressway lanes through the interchange, thus allowing northbound toll-free traffic to enter the expressway just south of SH 151, go through the interchange, and exit again on the other side.

In addition to the interchange, SH 151 will be extended under Loop 1604 to connect with Alamo Ranch Pkwy.


At SH 151

Eventually, SH 151 will be extended down the median of Alamo Ranch Pkwy. and out to SH 211.  When that occurs, additional connectors will be added to the interchange to provide access to SH 151 outside of 1604.  Two of the stubs for those future connectors are shown above.


At Culebra Rd.

Since there are already toll-free overpasses at Culebra, the tollway project will also include toll-free overpasses over Culebra, which will allow through traffic on the toll-free lanes to bypass the signalized intersections, just like today.


At Shaenfield Rd.

This view shows the typical configuration of the Loop 1604 tolled expressway lanes at an intersection.


At Braun Rd.

The tolled expressway lanes will run through the wide median currently at Braun Rd.


North of Braun Rd.

Just north of Braun Rd., where the Loop 1604 freeway starts today, the northbound tolled expressway lanes will end and will split into toll-free expressway lanes (which will replace today's freeway) and tolled managed lanes.  The managed lanes will sit between the two sets of toll-free expressway lanes and will be separated from the free lanes by a barrier.  Northbound traffic on the toll-free access road will be able to enter the toll-free expressway lanes or continue on the access road.  On the southbound side, the toll-free expressway and tolled managed lanes will end and the tolled expressway will begin.  Motorists not wishing to pay a toll will exit onto the toll-free access road to continue south.


At Bandera Rd.

This view more clearly shows the arrangement of the managed and toll-free lanes as they pass over Bandera Rd.


At Hausmann Rd.

Here we get a view of the first set of slip ramps that will allow traffic to get into or out of the managed lanes.  At this location, traffic headed northbound on the toll-free expressway lanes will be able to enter the managed lanes, or traffic on the southbound managed lanes will be able to exit to the toll-free expressway lanes.  This will essentially allow traffic to or from Bandera Rd. to access the tolled interchange at I-10, or to enter the managed lanes from longer trips along 1604.


At Babcock Rd.

At Babcock Rd., the connectors for the tolled interchange at I-10 will begin.  The connectors will connect to the managed lanes, so traffic wishing to use those connectors will have to already be in the managed lanes.  As we'll see a little further down, the existing cloverleaf interchange will remain in place as the toll-free option.


At Walter Brennan Dr.

Here you can see the where the tolled connectors to I-10 begin their ascent.  Note how the connectors "wishbone" outward to run elevated between the toll-free expressway and access roads.


At I-10 West

Here at I-10, a new stack interchange will be built above the existing cloverleaf interchange.  The new interchange will be tolled and will connect from the managed lanes on 1604 to the I-10 mainlanes.  The cloverleaf interchange will remain as it is today and will serve as the non-toll option.

At Vance Jackson Rd./Tradesman Dr.

On the east side of I-10, the tolled connectors will be elevated for about a mile in an arrangement much like the double-decked freeways downtown.  Included in the work will be an overpass to connect the two new segments of Vance Jackson on either side of 1604.


At Lockhill-Selma Rd.

At Lockhill-Selma, the elevated connectors will "wishbone" back over the toll-free expressway lanes and begin their decent back down into the managed lanes.


East of Lockhill-Selma Rd.

Just east of Lockhill-Selma, the elevated connectors will merge back into the managed lanes.


East of NW Military Hwy.

Just east of NW Military will be another set of slip ramps allowing access to and from the managed lanes.  At this location, eastbound traffic in the managed lanes can exit to the toll-free expressway lanes, or traffic in the westbound toll-free expressway lanes can enter the managed lanes.


At Rogers Ranch Rd.

This location shows the typical configuration where the toll-free expressway and managed lanes pass under a cross street. The existing limestone walls will need to be cut back a little more and will be replaced with concrete retaining walls.


West of Blanco Rd.

Here is the next set of slip ramps for access to and from the managed lanes.  Here, eastbound traffic will be able to enter the managed lanes; westbound traffic will be able to exit from the managed lanes.


East of Stone Oak Pkwy.

The tolled connectors to US 281 begin here.
Note that the southern connectors have since been changed to be constructed as toll-free. Therefore, the layout shown here is almost sure to change.


At US 281

Here you can see the planned interchange at US 281.  The elevated ramps will connect the managed lanes on Loop 1604 to the expressway mainlanes on US 281.  North of 1604, those lanes will be tolled.  The existing signalized intersections will remain as the toll-free option.


East of Gold Canyon Rd.

The elevated connectors drop back down to the managed lanes here.


At Bulverde Rd.

Here is the next set of slip ramps for access to and from the managed lanes.  At this location, eastbound traffic can exit from the managed lanes, while westbound traffic will be able to enter the managed lane.


East of Bulverde Rd.

This is an excellent view showing the general cross-section of lanes.


At Green Mountain Rd.

Another set of slip ramps to provide access to the managed lanes with an eastbound entrance to the managed lanes and a westbound exit from them at this spot.


At Lookout Rd.

The elevated tolled connectors to I-35 begin here.


At I-35

As with the I-10 West interchange, the new tolled stack interchange will be built above the existing cloverleaf interchange, which will remain as the toll-free option.

East of Pat Booker Rd.

East of I-35, the elevated connectors will run elevated alongside the expressway for several miles.  Here at Palisades Dr., there will be one final slip ramp allowing eastbound traffic to exit from the managed lanes.  Unlike the other slip ramp locations, this one will not have a corresponding entrance ramp for the other direction.


East of Kitty Hawk Rd.

Just east of Kitty Hawk, the managed lanes and toll-free expressway will end and merge into a tolled expressway.  Eastbound traffic not wishing to use the tolled lanes will exit here and use the toll-free access road.  Westbound traffic on the access road can enter here and use the toll-free expressway lanes.  Between Kitty Hawk and FM 78, the elevated connectors from the tolled I-35 interchange will descend and merge with the tolled expressway lanes.


At Meadowland Dr.

Here at Meadowland, the elevated connector on the westbound side begins.  In the distance, just before FM 1976, the eastbound connector ends.


At FM 1976/FM 78

New access road bridges will be built to carry the toll-free traffic over FM 1976, FM 78, and the railroad.


At FM 1976/FM 78

At FM 78, the existing interchange will be removed.  On the westbound side, a new exit to FM 78 from the access road will be built.  That ramp will run behind the existing structures and intersect with FM 78 about 1000 feet north of Loop 1604.


At FM 78

On the eastbound side of Loop 1604 at FM 78, the exit for FM 78 is proposed to use Kneupper Rd.  Just as on the westbound side, the exit will be from the access road.


At Rocket Lane

From FM 78 eastward and southward, the brand new expressway lanes will be tolled and four lane access roads will provide the toll-free option, which is a substantial improvement over today's two-lane road.


South of Graytown Rd.

South of Graytown Rd., the toll-free access roads will end and merge with the expressway for about a half-mile through the Martinez Creek flood plain.  Accordingly, the expressway will be toll-free along this stretch.


At future Binz-Engleman Rd.

Here, the access roads return and toll-free traffic would exit to them.


At future Binz-Engleman Rd.

An overpass for the future Binz-Engleman Rd. extension will be constructed.  Just past that, the tolled connectors to I-10 East will begin.


At I-10 East

A stack interchange will be built to connect the tolled expressway lanes on 1604 to the mainlanes on I-10.  The access roads will merge into the existing toll-free divided roadway, which will remain beneath the interchange to provide the toll-free option.

Here's another look at the interchange with I-10 East.  The toll-free access roads are under the tolled expressway lanes here.


At Green Rd.

The elevated connectors from the interchange drop back down here and merge with the tolled expressway.


At Schuwirth Rd.

This is the eastern end of the tollway project.  Just south of Shuwirth, the southbound tolled expressway lanes and toll-free access roads will end and merge together, and eventually merge into the existing two lane roadway south of here.  On the northbound side, the tolled expressway lanes will begin; motorists not wishing to use the toll lanes will exit to the toll-free access road.
