The arrows on both sets of diagrams designate each lane (i.e. one arrow = one lane.) Downward pointing arrows are southbound lanes; upward pointing arrows are northbound lanes. The sets of lanes at the far left and right of all the diagrams are the frontage roads; the two sets of lanes between those are the expressway main lanes.
In comparing the two plans, you can see that the majority of the toll plan matches exactly with the original plan. The difference is that the section south of Stone Oak would have an extra lane on the frontage roads to handle the additional traffic caused by new development in that area that has occurred since the original plan was proposed. This extra lane would almost certainly be included in any contemporary non-toll plan as well.
So, as you can see, the two plans have essentially the same number of lanes, so TURF's scare-tactic of the "20-lane toll road" is an utter distortion of the facts. Also note that both plans use a 400 ft. right-of-way, which combined with the similar roadway layouts means that both plans have the same "footprint". Since both plans have the same footprint, both obviously have exactly the same environmental concerns. Ergo, both require the same level of environmental study before they could be implemented.
