If you've driven along Loop 410 near North Star Mall, you've almost certainly noticed a challenging layout where the ramp from US 281 enters westbound Loop 410 just before the San Pedro/Blanco exit. This arrangement results in significant weaving from westbound traffic on 410 crossing the inflow of traffic from 281 to reach the San Pedro exit. This weaving can be hazardous in addition to causing frequent congestion on the ramp from 281.
To resolve this issue, a project is currently planned to start in mid 2026. This page specifically discusses the plans to address the issue mentioned above. However, that project includes a package of ramp revisions and access road improvements along Loop 410 stretching from Broadway to West Ave. Details of that entire project are on the Loop 410-US 281-San Pedro and vicinity project page.

Planned changes
The basic concept to remediate this issue is to block westbound traffic on 410 from exiting at the existing San Pedro exit using a barrier that will be extended from the end of the flyover to just past the San Pedro exit. Traffic from westbound 410 wanting to exit to San Pedro and Blanco will instead be directed to exit at the McCullough exit. Because of the volume of traffic this will add to the westbound access road, changes will need to be made to the McCullough intersection to eliminate the signal there, thus allowing for free-flowing traffic through that intersection. This will be accomplished by modifying the McCullough overpass to only allow for traffic turning left from the westbound access road to cross the overpass southbound; the overpass will be closed to northbound traffic. This, then, will require through traffic on both directions of McCullough to turn right onto their respective access roads.
Additionally, to accommodate the volume of traffic expected to exit at the new combined westbound McCullough/San Pedro/Blanco exit,that ramp will be widened to two lanes. Unfortunately, the current support structure carrying the US 281 flyover over the McCullough exit is only wide enough for one lane to pass under it. Therefore, that support structure will need to be rebuilt to accommodate two lanes. This is likely to be the biggest disruptor of this project as it likely will require the flyovers from 281 to westbound 410 to be closed for a period of time.
An additional lane will be added to the westbound access road from the expanded McCullough exit to the McCullough intersection as well as from past the intersection to San Pedro.
With the weaving removed, both lanes from the flyovers from 281 will be able to continue onto Loop 410. To maintain smooth traffic flow there, the current entrance ramp onto westbound 410 from McCullough will be removed. The existing San Pedro/Blanco exit will remain for use for traffic coming from US 281.
Finally, a right-turn lane will be added into the Chick-Fil-A parking lot to store traffic that often spills onto the access road there.
- A barrier will be extended from the end of the flyover from 281 to just past the San Pedro exit, thus preventing westbound traffic on Loop 410 from exiting to San Pedro.
- Westbound traffic wanting to exit at San Pedro/Blanco will instead exit at an expanded exit for McCullough. The support for the flyover at that exit will be rebuilt to accommodate a two-lane exit ramp.
- The overpass at McCullough will be reconfigured to only allow southbound traffic coming from the westbound access road. Southbound traffic coming from McCullough north of 410 will be forced to turn right onto the westbound access road.
- The overpass will be closed to northbound traffic, which will be forced to turn right onto the eastbound access road.
- The changes in the previous two points will allow the signal on the westbound access road to be eliminated, thus allowing for free-flowing traffic on the westbound access road. (The signal may be kept to allow for pedestrians to cross.) It will also result in a faster-cycling signal on the eastbound access road.
- Both lanes coming from US 281 will continue onto Loop 410 westbound. The existing San Pedro exit ramp will remain for that traffic to use to exit to San Pedro/Blanco.
- The westbound entrance ramp to Loop 410 from McCullough will be removed to prevent merging issues with traffic coming from US 281.
- An additional lane will be added to the westbound access road between the McCullough exit and McCullough intersection, and from just west of McCullough to San Pedro.
- A dedicated right-turn lane into the Chick-Fil-A parking lot will be added.
FAQ
- Why didn't they get this right the first time?
That stretch of Loop 410 is a very difficult area to work with — in less than 2½ miles, there are six intersecting thoroughfares plus flyovers to/from US 281 all crammed together in an area where the frontage is heavily developed along one of the busiest sections of freeway in the state. Trying to get all those moving parts to fit together perfectly is an extraordinarily difficult task. Nearly all complex projects (construction or otherwise) require some tweaking, adjustments, and improvements after initial completion, and this was no different.
